Community Improvement: A Better Strategy for Special Assessment

A proposed model for assessing infrastructure improvements in Golden Valley, Minnesota goes beyond front footage to also include traffic generated, building size, property use and other relevant data. Precedent exists for these metrics in other U.S. cities, but combining these data into one model is a novel approach. Microsoft Excel is used to create a unified special assessment template in two segments: Physical Impact and Traffic Flow. “Physical impact”—a combination of several factors, such as lot size, front footage, and square feet—and traffic flow were shown to have a closer correlation to usage than front footage alone, leading to an evolution beyond front footage alone. This new strategy more equitably assesses all benefitting users of community improvements, not just those nearest the project.
